The 41-year-old former Wales and British & Irish Lions scrum-half was found to be three times over the legal limit when apprehended in Llanwrtyd Wells, Powys, on July 7.
Appearing at Llandrindod Wells Magistrates’ Court, Phillips, who registered his full name as William Mike Phillips, was reported to have been driving an Audi A4 during the incident.
The court heard that Phillips had 108 micrograms of alcohol per 100ml of breath, significantly above the legal limit of 35.
